Canada Provincial Nominee Programs for Permanent Residency
The Canada Provincial Nominee Programs are evolving and play a vital role in the immigration strategy.  These allow the provinces and territories participating in it to nominate specific economic immigration aspirants to seek permanent residence in Canada each year. Additionally, the federal government has a multi-year immigration levels plan for the period of 2019-2021. Admissions of new Canada PRs through the PNP will increase every year. It will be 61,000 in 2019 and reach 71,300 in 2021.

There were four major developments in PNP this year:

  • The  Saskatchewan in-demand occupations list was  revised
  • Ontario had a record allocation  for nomination in 2019;
  • The Labor Market Priorities draw of Nova Scotia has a plan to target accountants and financial auditors and finally;
  • The renewal of the Manitoba Provincial Nominee Program.

The provincial nomination streams of Canada are of two types

  • Enhanced nomination streams
  • Base nomination streams

Additional facts

The Enhanced nomination streams have an alignment with the Federal Express Entry system that manages the candidates’ pool for the following economic immigration categories:

  • Canadian Experience Class
  • Federal Skilled Trades Class
  • Federal Skilled Worker Class,

The Express Entry candidates with an enhanced provincial nomination receive 600 points in the Express Entry ranking score and can also avail the fast-tracking for ITA seeking the Canada PR.

Base nominations are a category outside the Express Entry system.


The revisions in the In-Demand Occupations List had an impact on the enhanced International Skilled Worker: Express Entry sub-category and also on the base ISW: Occupation In-Demand category.

Standard work experience in the occupation appearing on the list was an eligibility requirement in both categories. It did not require a job offer in the occupation for eligibility.

As per the update, there was an addition of 13 occupations and nine were removed in the list. The occupations had an increase from 20 to 24.

The Saskatchewan Immigrant Nominee Program also issues regular updates in its In-Demand Occupations List.

In 2019 Saskatchewan issued 817 invitations in five draws.


Ontario has a plan to nominate 6,900 immigration candidates for permanent residence in 2019. The 2019 allocation was also increased by 300 from 2018 and has 6,650 nominations in the regular category and 250 for temporary foreign workers having intermediate skills.  Three streams of OINP allow it to search the Express Entry pool and also issue the invitations. These are:

  • French-Speaking Skilled Worker Stream
  • Human Capital Priorities Stream,
  • Skilled Trades Stream

A job offer is not necessary for these streams.

Also, all these three streams were active in 2019. The HCP issued 1,493 invitations.

Moreover, the Masters Graduate Stream was also active and had 1,000 new registrations from master’s degree holders of an eligible university in Ontario. It had technical issues and could process 333 submissions before its crash. The Stream will open soon.

Nova Scotia

The Nova Scotia Express Entry linked Labor Market Priorities Stream invited candidates having the work experience as accountants and financial auditors.

The enhanced Labor Market Priorities Stream was introduced in August 2018 and allows the Provincial Nominee Program to search the pool for Express Entry candidates who have the work experience in jobs experiencing labor shortages. Furthermore, it did not require the candidates to possess the job offer from a local employer. Moreover, the authorities used the stream for searching and inviting Express Entry candidates having the work experience of early childhood educators/assistants.

It also held a draw on March 20 to attract Express Entry candidates who had French as a first official language.


Manitoba added two new pathways to the Skilled Workers as well as Overseas Skilled Workers Streams in its renewal program. Moreover, it introduced a renewed Skilled Worker Overseas: HCP criteria for February but that has not been implemented. This Pathway caters to global skilled workers having work experience in a top demand position. The targets are increasing and there is an innovative approach. Finally, these provincial nominee programs offer a variety of opportunities to seek permanent residence.
