Quebec Business Immigration Programs - New Quotas, and Application Dates

Quebec province has announced new 2018 application quotas and application intake periods for the Entrepreneur, Investor, and Self-Employed Worker immigration programs.

The Q.I.I.P. will commence on Sep 10, 2018, and remain open till March 15, 2019, having a target of 1,500 applications. It includes a quota of 1,235 applications from Chinese entrepreneurs.

All investors, who are in a position to provide test results, having the approval of by the Provincial government, and having proficiency in French language, can get the quota exemption as well as application time frame.

Additionally, other criteria, are meeting the revised net assets of CAD $2 million and an investment of CAD $1.2 million, which comes into effect August 2nd. In the past, these requirements were net assets of CAD $1.6 million and investing of CAD $800,000.

Entrepreneur Program

Moreover, Quebec will accept 25 applications in the new Component One of Entrepreneur Program and 35 applications in Component Two, commencing on August 15th, 2018, and ending on March 31st, 2019. Their criteria come into effect August 2nd.

Component one has a focus on startups which have the support of a business incubator / accelerator, or from a university. Moreover, the Component Two is specific for businesses which have the funding from the owner and their participation in operations.

The criteria for considering entrepreneurs Under Component One are:

  • Having a passing score in EC selection grid of Quebec
  • Settling in Quebec for operating an enterprise created by the entrepreneur, alone or with other persons. Additionally, it must receive an offer of service from an enterprise accelerator/incubator or from a University Entrepreneurship Center.

Component Two has a focus on the operation of an enterprise that is created /acquired by the immigrant entrepreneur.

The criteria for an overseas entrepreneur applying in this component are:

  • Holding and controlling, alone or with an accompanying spouse, 25 percent of the enterprise equity he/she creates, or 51 percent of the enterprise equity he/she acquires. The value of such participation must be equal to the Funds to serve the start-up of the business;
  • Managing the enterprise him/her self or also to actively participate in the management and daily supervision of the enterprise;
  • Providing a start-up deposit of $300,000, in case the candidate intends to settle in Montreal. It will be  $200,000, in case the candidate intends to settle outside the metropolis of Montreal;
  • Obtaining a passing score in the Entrepreneur program selection grid;
  • Having financial resources of $900,000

A major change between Component Two and the previous requirements of the program is that the candidates presently have to pay a refundable Performance Guarantee Deposit of $200,000.

Self-Employed Worker

Quebec has decided to receive 50 applications in its Program for Self-Employed Worker commencing on August 15th, 2018, and ending on March 31st, 2019..

  • Applicants who provide test results having the approval of Quebec government. The norm is to show proficiency in French and they will be exempt from the quota and application time frame.
  • The candidates must also have a net worth of CAD$100,000 on August 2.
  • Candidates based in Montreal have to give a start-up deposit of $50,000 at a local financial institution.
  • The start-up deposit for regions outside Montreal will be $25,000.
